It comes as a surprise to some people, but driving on the beach is legal in some areas of the Outer Banks. For this Kill Devil Hills thing to do, beach driving is allowed in the off-season, from October through April, as long as you have a town-issued permit. Surfers, surf fishermen and shell seekers appreciate this off-season perk, and it’s also a nice way for handicapped or less ambulatory people to experience the beach.
